yes, recla is helpful for competitive guys,like other similar places around Cebu if there are.....
still i fully endorsed everything bai Farm said:it's a risky rota for roadies,so it become personal
to ride/race there.....

The surface is ok, more of a challenge really. I never feel any different at RCLA than during any other race.

The problem you have there is: Like every sport in Cebu .. "to much cheating" .... Every body wants to win 100 peso
